Yuri Galperin, CEO

Yuri Galperin founded Dulles Research LLC in 2005 and serves as its Chief Executive Officer. Since 1993 Yuri has led teams and built technical organizations to solve daunting problems in quantitative analysis. Beginning in 1993, Galperin led the development staff building one of the world’s first third-party arbitrage pricing engines for sell-side implementation, at Chalke Inc. and its successor, SS&C Technologies, Inc. While with Chalke and SS&C Galperin developed a buy-side multi-factor model of macroeconomic risk management, and facilitated sales of the model to the U.S. life insurance industry. In 1997 Galperin joined Drew Eginton as co-founder of Marketswitch Corporation, where he was CTO. At Marketswitch he managed teams building and implementing the first high-scale optimization platform for targeted marketing and risk management. Galperin was also central in the development of Marketswitch Japan K.K., jointly owned with TransCosmos and OptiFI. Upon Marketswitch’s sale to Experian in 2004, Galperin became SVP, Global R&D for Experian, while continuing to manage the Marketswitch technical team. Mr. Galperin holds an M.S. from the Moscow Aviation Institute.

Pavel Ganelin, Vice President

Pavel Ganelin brings over 20 years of quantitative programming and software development management experience to Dulles Research. Ganelin is the original architect of the Carolina Technology platform and a central contributor to the Carolina Solution Suite. Previously, Ganelin consulted for NASDAQ and Fannie Mae. For over 10 years he was Vice President, Software Development for Marketswitch Corporation and its successor in ownership, Experian. Ganelin holds an M.S. in Chemistry from Moscow State University, and an M.S. in Quantum Chemistry from Catholic University.

Drew Eginton, Co-Founder

Drew Eginton co-founded Dulles Research LLC in 2005. Eginton served as Chairman and Chief Executive Officer of Marketswitch Corporation. He also managed or served in senior staff positions in international finance and technology growth companies, including software, telecommunications and chip sets. In the 1990’s, he served as President of CHALKE Inc. and co- wrote the e-business strategy for Thomson Corporation and served as an adviser on financial services industry issues for Bain & Company. He also managed the turnaround and sale of a troubled $1.3 billion life insurance company. He is the co-author of two patents in the area of marketing optimization. Mr. Eginton graduated from Oberlin College with high honors.


The Honorable John D. Ashcroft

Prior to forming The Ashcroft Group, LLC in the summer of 2005, John Ashcroft spent 32 years in public service, most recently as United States Attorney General under President George W. Bush from 2001 – 2005. Prior to that, Mr. Ashcroft served the state of Missouri as a U.S. Senator from 1995-2001, as well as Governor, Attorney General, and Auditor. Mr. Ashcroft earned his undergraduate degree from Yale and his J.D. from the University of Chicago.

James P. Rutt

Rutt’s career spans the advent of information-based trading on Wall Street and the maturation of the Internet as society’s primary communications medium. He was a co-founder of First Call, Chief Technology Officer of The Thomson Corporation, and CEO of Network Solutions. He is the past Chairman of the Board of Trustees of The Santa Fe Institute and a private investor. Jim Rutt holds a B.S. from the Sloan School of Management at the Massachusetts Institute of Technology.
